Across Diplomacy, Education, and Governance: The Strategic Leadership of Dato’ Jamalulail Abu Bakar

As a member of the Administrative and Diplomatic Service for nearly three decades, Dato’ Jamalulail Abu Bakar has held various roles across ministries and government agencies.

 

He is an alumnus of Universiti Pertanian Malaysia Terengganu (now known as Universiti Malaysia Terengganu), having completed his Diploma in Fisheries in 1993, then Bachelor of Fisheries in 1996. He obtained a Master of Corporate Communications in 2019 from Universiti Putra Malaysia.

 

Early Career in Public Service

 

Dato’ Jamalulail began his career in 1996 as an Assistant Secretary in the Resources Development Division of the Ministry of Agriculture. This early experience provided him with valuable exposure to institutional development and resource management within the agriculture sector.

 

Building International Experience

 

In 2005, he was appointed First Secretary (Education and Training) at the Embassy of Malaysia in Dublin, Ireland, under the Training Division of the Public Service Department, where he engaged directly in international education cooperation and public sector talent development.

 

Leadership in Higher Education Governance

 

Returning to Malaysia, he continued his service in the higher education sector under the Ministry of Higher Education. In 2008, he was appointed Deputy Undersecretary in the Policy Coordination Division, where he played an important role in aligning national higher education policies and strengthening governance frameworks.

 

In 2016, he was appointed Director of the Education Malaysia Division at the Department of Higher Education. The division is responsible for promoting Malaysia’s higher education institutions and programmes internationally.

 

Strengthening Leadership in the Civil Service

 

Between 2013 and 2016, he served as Deputy Head of the Leadership Cluster at the National Institute of Public Administration (INTAN), where he was responsible for designing and delivering leadership training programmes for senior government officials.

 

Expertise in Environmental Governance

 

In 2020, he was appointed Undersecretary of the Environmental Management Division at the Ministry of Environment and Water. His work included engagement in several multilateral environmental agreements such as the Montreal Protocol, Basel Convention, Rotterdam Convention and Stockholm Convention.

 

Leading Human Capital Development

 

Since January 2023, he has served as Director of the Human Capital Development Division at the Public Service Department under the Prime Minister’s Office. He leads initiatives on strengthening talent development and capacity building within Malaysia’s public service.

 

Contributions Beyond Public Service

 

Beyond official responsibilities, he has contributed to the governance of several institutions, including serving as Board Member of Malaysia Digital Economy Corporation (2023–2025), Board Member of Universiti Malaysia Perlis (2019–2020), and Trustee of Yayasan Tunku Abdul Rahman and Yayasan Hijau.
