UMT, SPPP to co-develop integrated, efficient port system by 2024

Universiti Malaysia Terengganu (UMT) and Penang Port Commission have established a collaboration with each other through a Memorandum of Understanding (MOU) in an effort to further enhance the efficiency of the existing port management.

A team of six researchers from UMT, led by Assoc. Prof. Ts. Dr. Nurul Haqimin Mohd Salleh, will be involved in consultative works.

According to UMT Vice Chancellor Prof. Dato’ Dr. Mazlan Abd Ghaffar, the collaboration involving RM178,560.00 grant money will further highlight the maritime academic programmes offered by UMT and the relevant expertise it has.

Penang Port Commission has awarded the UMT research team the grant to carry out a research project titled “Feasibility Study of Penang Port Community System.”

“This is a recognition to non-science researchers, considering the large sum of grant money given,” Prof. Mazlan said.

He added that the consultation is aimed at establishing a new platform for integrating several applications used in port operations.

“Both parties have agreed to develop an integrated digital computing port system based on Single Window, called Penang Port Community System (PPCS), to enhance the handling of data system at the port in a comprehensive and digital manner.”

The feasibility study has been carried out since October 2022 to measure the suitability of and the need for PPCS and to date is 80% completed.

The MOU was signed by Prof. Mazlan and Monaliza Suhaimi, General Manager of Penang Port Commission, in a ceremony at UMT campus.

The research is needed to ensure the migration to Single Window system, where all details about arrival, transit, embarkment, passengers, and cargo are sent electronically effective from 1 January, 2024. This is in line with the demand from the International Maritime Organization, as stipulated in the amendment approved in the 46th Facilitation Committee.
